More Than 250 Protesters Rally at Monte Vista Elementary to Oppose Changes to Korean Dual Language Program

Community Urges Glendale Unified School District to Halt Split-Grade Plan and Retain Dedicated Teacher
LA CRESCENTA, CA—May 16, 2025—More than 250 parents, students, and educators gathered in a powerful show of unity at Monte Vista Elementary School this morning, staging a peaceful “walk-in” protest to oppose Glendale Unified School District’s (GUSD) proposed 4th/5th grade split-class model for the Korean Dual Language Immersion (DLI) program.
The demonstration featured families and staff walking together to school together from Two Strike Park, holding banners and chanting their commitment to preserving the integrity of the DLI program. The large turnout with widespread student participation highlighted the community’s growing frustration with the lack of transparency and meaningful engagement in GUSD’s decision-making process regarding their children’s education.
Despite repeated requests, the district has still not released key data such as enrollment figures, student transfer numbers, or academic performance comparisons between DLI and traditional programs.
This lack of information has left families concerned that critical decisions are being made without sufficient data or dialogue. A petition opposing the plan has gathered over 600 signatures, and recent community engagement has included 220+ parents at a May 5 school meeting and over 50 attendees at the May 6 GUSD board meeting.
The Monte Vista community is calling on GUSD for:
No implementation of the split-grade model this fall
Budget allocation to retain an additional 4th grade DLI teacher
Full data transparency before the June 4 Special Board Meeting
Inclusive community input in program planning
The protest underscores the community’s dedication to preserving the integrity of public dual-language education and highlights a pivotal moment for GUSD and the future of its dual-language programs.

“I’m here to show support and hope that our strength and unity can actually make a difference. At the end of the day, these are our kids. It’s our kids’ future. We have to make a change when we feel like things are not right,” said Martin Han, kindergarten DLI parent.
“This decision will affect our children’s learning every day. We cannot be left in the dark. We need more information and a true partnership before changes are made,” said Suling Lee, 3rd grade DLI parent.
“Dual-language immersion programs thrive with two teachers per grade, with one of the teachers consistently teaching in the target language. The proposed plan to have one teacher to teach in both target and English languages for two grades is unfeasible. It is unfair for the teacher and the students placed in such a combined grade dual-language environment. We seek a more sustainable and fair solution for our teachers and students,” said Christie Jeon, 3rd and 5th grade DLI parent.

참가자들은 투 스트라이크 공원에서 학교까지 배너를 들고 함께 걸으며, 프로그램의 정체성을 지키겠다는 의지를 표명했습니다. 많은 학생들과 대규모 인원이 참여한 가운데, 시위 참가자들은 GUSD의 교육 결정 과정에서의 투명성과 의미 있는 소통 부족에 대한 지역사회의 우려를 강조했습니다
그동안 교육구는 등록 인원, 학생 전학 수, DLI 프로그램과 일반 프로그램 간의 학업 성과 비교 등 핵심 데이터를 공개하지 않았습니다. 이에 따라 학부모들은 충분한 데이터나 소통 없이 중요한 결정이 내려지고 있다고 우려하고 있습니다.
