Parents Protest Major Cuts to Top-Ranked Korean Dual Language Program at Monte Vista Elementary
Community Forum on May 5 to Challenge Mixed-Grade Classroom Plan and Demand Transparency from Glendale Unified School District
LA CRESCENTA, CA—May 2, 2025—Parents of Monte Vista Elementary School’s Korean Dual Language Immersion (DLI) program will participate in a public forum on Monday, May 5 to discuss and voice their opposition to a plan by the Glendale Unified School District (GUSD) eliminating dedicated grade-level DLI classrooms and replacing them with a split-grade model starting fall 2025.
Principal Hury Babayan announced on April 29 that, “to best serve our students within the realities of enrollment and budget considerations, the DLI classes will include one full 4th grade class, one full 5th grade class, and one combined 4th/5th grade class.”
In a 2023 episode of the Fluency Consulting podcast, Dr. Nancy Hong, GUSD’s Director of Dual Language Programs, emphasized the importance of sustained, grade-level instruction: “Language learning takes many, many years to develop… not just conversational proficiency, but grade-level proficiency across all disciplines... students need practice and intentional study.” She also noted that families “seek us out intentionally… because of our high-quality programs in dual immersion education… purposely seeking out this opportunity.”
Monte Vista’s DLI program has built a reputation for excellence since its establishment in 2007and currently serves 310 students in a high-demand, dedicated grade-level setting using a proven 50/50 Korean-English model. Parents say this drastic plan to combine classrooms was announced with no transparency or community input and warn that this unprecedented restructuring of the program will dilute instruction, disrupt the carefully designed Korean-English curriculum, and jeopardize students’ bilingual development. A petition opposing the plan has gathered nearly 400 signatures.
In light of these concerns, parents are urging district leaders to provide clear answers to the following:
How will a split-grade DLI classroom deliver rigorous, equitable, and developmentally appropriate instruction in both Korean and English?
What plans are in place to address the academic, linguistic, social-emotional, logistical, and community impacts of this change?
Why was the decision made without broader parent consultation and what other options were considered?
What will prevent this split-grade model from being expanded to other DLI grade levels, including younger students, in the event of future budget considerations?
Parents are calling on Dr. Hong, Principal Babayan, and GUSD officials to respond to the concerns of the community and seek alternative solutions that preserve the DLI program’s integrity.

그러나 교육구는 실질적인 답변 대신 형식적인 설명과 “학년 말 전까지 더 많은 정보를 제공할 수 있기를 바랍니다” 라는 확답 없는 답변만으로 일관했습니다.
