Community Outrage Grows as GUSD Officials Dodge Questions on Korean Dual Language Program Cuts

Monte Vista Parents Decry Lack of Transparency at Packed Forum

LA CRESCENTA, CA—May 6, 2025—More than 220 parents and community members filled Monte Vista Elementary’s auditorium to capacity Monday night, wearing blue in a unified protest against Glendale Unified School District’s (GUSD) controversial proposal to restructure the school’s longstanding Korean Dual Language Immersion (DLI) program.

Instead of clarifying the plan to merge 4th and 5th grade DLI classes starting fall 2025 that was announced on April 29, district officials offered vague responses and deflected key questions, leaving families increasingly frustrated. Among the GUSD attendees were Dr. Nancy Hong, Director of Dual Language Programs, Principal Hury Babayan, several board members, and senior staff.

Dr. Hong began the presentation with several slides of promotional material for the DLI program, prompting a parent to interrupt: “This isn’t why we’re here. We already know this.”

Instead, parents pressed for answers:

• How will students be selected for split-grade DLI classes?

• What data supports a split-grade model for a 50/50 Korean-English immersion program?

• How can teachers realistically deliver dual-language instruction across two grades?

• Why is Monte Vista being targeted while smaller DLI cohorts elsewhere remain intact?

Rather than providing real answers, GUSD officials offered generic talking points and noncommittal responses like: “We hope to have more information before the end of the school year.”

Responding to concerns about maintaining 50/50 Korean-English instruction in a split-grade model, Principal Babayan replied, “There is a significant amount of time… doing independent work. Upper grades are able to manage independent work,” without citing any supporting data.

Monte Vista teachers who attended also spoke out. One warned, “The kids will not get the instruction they deserve,” citing the strain of preparing five lessons each across two grades and languages. Babayan said that there would be “opportunities for teachers to collaborate with one another” but provided no specifics.

Babayan sparked further ire of the audience by saying, “Parents are free to opt out of DLI if they choose to.”

One of the few data points the audience learned was that “the average teacher’s salary, which includes benefits, retirement, and other statutory costs would cost approximately $135,000.”

Monte Vista families are demanding GUSD pause implementation of this unproven and inequitable restructuring and engage in a transparent, collaborative process that protects the integrity of one of the district’s most successful DLI programs.

그러나 교육구는 실질적인 답변 대신 형식적인 설명과 “학년 말 전까지 더 많은 정보를 제공할 수 있기를 바랍니다” 라는 확답 없는 답변만으로 일관했습니다.

50/50 한국어-영어 수업 비율을 혼합 학년에서 어떻게 유지할 것인지에 대한 우려에 대해 바바얀 교장은 “상당한 시간을 자습으로 할애 하게 됩니다. 고학년들을 자습을 할 수 있는 역량이 됩니다”라고 답했지만, 이를 뒷받침할 수 있는 데이터는 제시하지 않았습니다.
